Community Development Director

The Seneca County Collaborative is accepting applications for a Community Development Director to lead City of Tiffin Community Development Block Grant (CDBG) administration, Seneca County CDBG administration, and Seneca County Land Bank administration.

Reporting to the President & CEO, this hands-on leadership position combines grant development and administration with project implementation, compliance, financial documentation, and partner coordination. The Director is responsible for ensuring assigned services are completed accurately, on time, and in accordance with approved grants and service agreements.

The Director works closely with City and County officials, fiscal staff, the Land Bank Board of Directors, and appropriate Collaborative team members. The City, County, and Land Bank Board retain their respective approval and decision-making responsibilities.

Essential Duties and Responsibilities

City of Tiffin CDBG Administration

Lead administration of assigned City CDBG awards, coordinate citizen participation and application materials, and ensure project implementation, compliance, reporting, and closeout are completed. Work with the City Administrator, fiscal staff, and President & CEO and prepare updates for the City’s consolidated quarterly reports.

Seneca County CDBG Administration

Lead administration of assigned County CDBG awards, coordinate citizen participation and application materials, and ensure implementation, compliance, reporting, closeout, and required contractor outreach are completed. Prepare information for the County’s annual activity report and ongoing updates.

CDBG Project Implementation & Compliance

Coordinate grant budgets, income surveys, environmental review records, procurement documents, debarment checks, labor standards, and Fair Housing services as applicable. Review payment documentation, prepare draw requests, maintain grant records, and coordinate approved outside services, monitoring, and closeout.

Seneca County Land Bank Administration

Serve as Executive Director of the Seneca County Land Reutilization Corporation (Seneca County Land Bank), as designated under the Collaborative’s administrative services agreement. Manage daily operations and ensure contracted services are completed, including Board coordination, budgets and financial records, property activities, grants, reporting, and public meeting and records requirements. Coordinate implementation of Board-approved actions and administrative support from assigned team members.

Grant Development & Community Engagement

Identify funding opportunities and prepare additional grant and loan applications as assigned. Work with local officials and community partners to identify priorities and coordinate public meetings and outreach. Confirm service scope and required separate agreements with the President & CEO before undertaking additional administration.

Administrative & Organizational Support

Track grants, contracts, projects, deadlines, and follow-up; coordinate supporting work from team members and approved providers; prepare documentation for administration charges; and maintain records for monitoring and audits. Keep the President & CEO informed of unresolved issues and support shared Collaborative projects and related activities as assigned.

Qualifications & Experience

  • Bachelor’s degree in public administration, community development, communications, nonprofit management, or a related field preferred. An equivalent combination of education, training, and relevant experience will also be considered.
  • Demonstrated experience in grant writing, administration, and compliance, with a record of securing funding and managing funded projects.
  • Familiarity with CDBG administration and other public funding programs strongly preferred. Land Bank, property redevelopment, or local government experience is helpful.
  • Strong project management and organizational skills, with attention to detail, financial documentation, deadlines, and consistent follow-through.
  • Effective written and verbal communication skills and the ability to build relationships with public officials, board members, businesses, contractors, and community partners.
  • Proficiency in Google Workspace and Microsoft Office, with the ability to learn grant tracking and project management systems.
  • Ability to work independently, coordinate multiple projects and partner requests, and collaborate with the President & CEO and appropriate team members.
  • Sound judgment when handling sensitive information, public inquiries, and matters requiring approval or professional review.

Special Job Requirements

A valid driver’s license, reliable transportation, and availability for local travel, project visits, public meetings, and occasional evening and weekend activities are required.

Compensation & Benefits

This is a full-time, in-person position based in Tiffin, Ohio, with an annual salary of $65,000.
