What should my proposal include?
Section 3 of the RFP provides the full requirements. Organize your proposal around these eight areas:
- Respondent and development team
- Relevant experience and references
- Development concept and site plan
- Market and operating plan
- Investment and financial capacity
- Proposed business terms
- Implementation and community benefits
- Disclosures and exceptions
Include the signed Respondent Certification from Section 7 and acknowledge all written RFP updates issued before submission. Initial proposals do not require final loan commitments; the RFP explains the financial evidence to include.
Does my project have to follow the example concept?
No. The engineering concept in Exhibit B illustrates one possible mixed-use approach. Alternative concepts are welcome. The drawing is not an approved site plan or a guarantee of development rights.
What site requirements should I plan for?
Preserve the existing public parking in City Lot 6 and explain how your project will meet its own parking and access needs. Your team will also need to evaluate boundaries, utilities, riverwall conditions, floodplain requirements, and other site and approval requirements. Arrange any site entry or testing with the City in advance.
How do I receive updates or ask a question?
Email Nick Dutro to request the current RFP, any written addenda, and confirmation that the solicitation remains open. Ask to register your email address for updates. Only City-issued written addenda modify the RFP.
Submit your completed proposal directly to the City Administrator. Delivery to the Collaborative or another office does not constitute submission.
